Abstract:
With the New Urbanization of China entry into the second half, starting from the megacities, the urban development model of more and more cities is shifting from incremental expansion towards inventory improvement. Urban management, a subject at the tail of urban works having been always overlooked and regarded with less importance, is getting attention from the academics. It is generally from a marginal branch of public management to a key issue of cross disciplinary.
As Mr. XI Jinping, the President of China indicated in 2017, the way of urban management shall be as elaborated as that of using an embroidery needle.Afterwards a large amount of cities in China, including Shanghai, begun to make plan of elaborate urban management. This year, in the Report of of the 20th National Congress of the Communist Party of China, it is prosposed that “It is necessary to upgrade the urban planning, urban construction and urban governance”, which facilitate the replacement of “elaborate urban management” with “elaborate urban governance”. From coarse to fine, from management to governance, what the change of the idea and its practice reflects is the understanding and responding to the new trend and new challenge of China urbanization. This lecture tries to do some interpretation in terms of idea connotation and thematic issues.
