In 2024, the China Scientific Literature Metrology and Evaluation Research Center (a publishing think tank) under CNKI released the CNKI Highly Cited Scholars list for the first time, which garnered enthusiastic responses and positive feedback in the academic community. In 2025, adhering to the principles of science, objectivity, and impartiality, the CNKI Evaluation Center continued to carry out the selection of highly cited scholars. It constructed an independent evaluation system based on domestic academic achievements indexed by CNKI.

To be included in the 2025 National Highly Cited Scholars Top 1%, scholars must meet the following criteria: Their total PCSI (Paper Citation Standardized Index) for articles published in the past decade places them in the top 1% of the initial pool of authors (comprising approximately 30,000 scholars, with a baseline value of 31.815). They must have published no less than 5 papers with a PCSI higher than the theoretical average (1.65) in the past decade and at least 1 highly influential paper recognized in the Academic Essentials in the same period.

For the 2025 CNKI Highly Cited Scholars Top 5%, the入选 (should be inclusion) criteria are as follows: Scholars' total PCSI for articles published in the past decade should rank within the top 1% - top 5% of the initial pool of authors (including around 90,000 scholars, with a baseline value of 10.047). They should have published no less than 5 papers with a PCSI above the theoretical average (1.65) in the past decade and at least 1 highly influential paper in the same timeframe.

In addition, over 40 faculty members have been ranked in the 2025 National Highly Cited Scholars Top 5%:
