韩国釜山时间2026年7月21日下午，在第48届世界遗产大会上，我院邵甬教授向世界遗产委员会汇报了联合国教科文组织亚太地区世界遗产培训与研究中心（WHITRAP，以下简称“中心”）过去一年的主要工作成果。

联合国教科文组织亚太地区世界遗产培训与研究中心（WHITRAP）是设立于我院的国际机构，邵甬教授作为该机构秘书长，首先介绍了中心的机构运行情况。过去一年中，与联合国教科文组织的协议获延长，为中心续约评估提供了时间保障；随后中心完成了二类中心外部现场评估。与此同时，理事会、秘书处与三个分中心之间的协调机制持续完善。她指出，在此期间，中心围绕四个战略方向，在亚太地区组织开展了超过50项活动，包括培训、会议、讲座和展览，吸引了来自约50个国家和地区的近14,000名参与者。

中心与联合国教科文组织世界遗产中心及联合国人居署共同制定了《城乡遗产保护与可持续发展五年计划（2026—2030）》，致力于加强城乡遗产保护，促进知识创造、能力建设和政策发展。通过“亚太遗产实践者联盟”（HeritAP），中心继续收集和分享遗产促进可持续发展的优秀实践案例。在联合国教科文组织驻华代表处的支持下，中心还发布了《利用文化和创造力促进可持续发展：甘肃文化创意产业政策建议指南》。

中心共组织八期培训课程和研讨会，惠及来自23个国家的300余名专业人士，包括遗产影响评估国际培训课程，以及在越南、泉州和阆中开展的针对自然与文化遗产、系列遗产和修复技术的专题培训项目。中心还正式发布了联合国教科文组织官方中文版《世界遗产影响评估指南与工作手册》。

中心为相关提名和管理工作提供了技术支持，包括中埃联合提名项目等，并为小岛屿发展中国家和非洲地区的相关工作提供支持。

中心与ICCROM续签了为期六年的合作协议，通过“重塑遗产教育”研讨会推进“世界城乡遗产保护高校联盟”（UHC-HEI）建设。中心还启动了“世界遗产青年营造师”计划，支持青年参与和传统技艺传承。

DECISION

The World Heritage Committee,

1. Having examined Document WHC/26/48.COM/6B,

   
   

2. Recalling Decision 47 COM 6B, adopted at its 47th session (UNESCO, 2025),

3. Congratulates the World Heritage-related Category 2 centres under the auspices of UNESCO for their contributions to the implementation of the World Heritage Convention, especially towards the Strategic Objectives of the World Heritage Convention and UNESCO's Global Priorities;

   
   

4. Thanks the governments of Brazil, China, Mexico, Indonesia, India, the Republic of Korea and South Africa for hosting active World Heritage-related Category 2 centres and thereby supporting the work of UNESCO and the implementation of the World Heritage Convention;

   
   

5. Thanks States Parties that are contributing to the implementation of the World Heritage Convention through Category 2 centres and further encourages States Parties to support these Category 2 centres in their regions for the implementation of World Heritage-related activities;

   
   

6. Encourages States Parties to make full use of the capacities of the different Category 2 centres, based on their areas of specialization, and to support and participate in their activities whenever possible;

   
   

7. Also thanks the World Heritage-related Category 2 Centres for their active contribution to the consultation process under the UNESCO80 Roadmap and encourages them to continue strengthening UNESCO's mandate, institutional strength and comparative advantage;

   
   

8. Further thanks Category 2 centres for their active participation in the refinement of the World Heritage Capacity-Building Strategy 2025-2035;

   
   

9. Also encourages Category 2 centres to continue organizing activities that are international or regional in scope and contribute to the global development agendas, the strategic priorities of the World Heritage Committee and the implementation of the Framework Action Plans developed for each region as part of the upcoming Fourth Cycle of Periodic Reporting;

   
   

10. Further encourages the active role of the UNESCO Category 2 centres with a mandate in capacity building, in contributing to periodic revision of Tentative Lists, and supporting States Parties in the preparation of nomination dossiers, capacity-building, knowledge-sharing and resource mobilization, particularly in regions where imbalances persist;

    
    

11. Welcomes the signature of the Partnership Agreement for the implementation of the Joint Costed Action Plan between the UNESCO World Heritage Centre and the African World Heritage Fund (AWHF) with a view to implementing Flagship Programme 3 of the UNESCO Operational Strategy for Priority Africa (2022-2029), and encourages the ongoing reinforcement of this strategic partnership and an effective model for regional level implementation of the World Heritage Convention;

    
    

12. Congratulates the AWHF on the occasion of its 20th anniversary, celebrated on 5th May 2026, African World Heritage Day, and acknowledges its exceptional contribution to the implementation of the World Heritage Convention in Africa; encourages UNESCO, States Parties, development partners, and other interested parties to strengthen technical, institutional and financial support to the AWHF with a view to speeding up the implementation of the UNESCO Operational Strategy for Priority Africa (2022-2029), reducing regional imbalances, and reinforcing its role as UNESCO’s main regional implementation partner for World Heritage in Africa;

    
    

13. Requests the World Heritage-related Category 2 centres under the auspices of UNESCO to submit to the World Heritage Centre, by 1 March 2027, a progress report on all their activities concerning the implementation of the World Heritage Convention since the present session, for examination by the World Heritage Committee at its 49th session.

9. 鼓励各第二类中心继续组织国际性或区域性活动，为全球发展议程、世界遗产委员会战略优先事项以及作为即将开展的第四轮定期报告的一部分为各区域制订的框架行动计划的实施作出贡献；

   
   

10. 进一步鼓励负有能力建设职能的联合国教科文组织第二类中心，在定期修订《预备名录》、支持缔约国编制申遗文本、能力建设、知识共享和资源调动方面发挥积极作用，尤其是在仍存在不平衡的区域；

    
    

11. 欢迎联合国教科文组织世界遗产中心与非洲世界遗产基金为实施联合国教科文组织《非洲优先业务战略（2022—2029）》旗舰计划3而签署的《伙伴关系协定》，并鼓励继续加强这一战略伙伴关系，以在区域层面有效落实《世界遗产公约》；

    
    

12. 祝贺非洲世界遗产基金在2026年5月5日“非洲世界遗产日”之际迎来成立二十周年，肯定其为在非洲实施《世界遗产公约》作出的杰出贡献；鼓励联合国教科文组织、各缔约国、发展伙伴及其他相关方加强对非洲世界遗产基金的技术、机构和财政支持，以加快推进联合国教科文组织《非洲优先业务战略（2022—2029）》，减少区域间不平衡，进一步巩固其作为联合国教科文组织在非洲实施世界遗产工作的主要区域伙伴的地位。

    
    

13. 请联合国教科文组织支持下的世界遗产相关的第二类中心于2027年3月1日前向世界遗产中心提交一份关于本届会议以来所有与实施《世界遗产公约》相关活动的进展报告，供世界遗产委员会第49届大会审议。
