2026年7月15日下午,SAINUP上海人工智能城市规划国际攻关组结题成果国际院士评估会在同济大学建筑与城市规划学院文远楼三楼报告厅举办。本次会议由杨浦滨江・国际院士新质创新中心、同济大学建筑与城市规划学院联合主办,于线上线下同步开展,围绕项目全周期研究成果开展专业质询、权威评审与深度学术研讨。
On July 15, the International Academician Evaluation Meeting on the Outcomes of the Shanghai AI Network for Urban Planning (SAINUP) was held at Wenyuan Building, Tongji University. Co-hosted by the City Academy for Engineering Technology Science and the College of Architecture and Urban Planning, the online-onsite session featured expert review, academic inquiry and in-depth discussions on the project's full-cycle research results.

本次会议国际参会人员分为国际专家评议组、项目组国际专家两大阵容,汇聚多国院士与全球规划、AI领域权威学者。国际专家评议组包含德国国家工程院院士Oliver Günther、Lutz Heuser、Christoph Plass,爱尔兰皇家科学院院士Stefan Decker,北莱茵-威斯特法伦科学与艺术院院士Stefan Wrobel,美国规划协会(APA)主席Sue Schwartz,佛罗里达大学Zhong-Ren Peng教授、宾夕法尼亚大学John D. Attendees also included Zhenhua Chen, President of the International Association for China Planning (IACP), Jie Gao, Officer of the Shanghai International Cooperation Division, Shanghai Talent Bureau; the Tongji University President Jinlong Yang, Vice President Xiangning Li, and Fengshou Zhang, Deputy Director of the Human Resources Office. CAUP Chair Zhendong Wang, Dean Philip F. Yuan, college vice deans, department heads, discipline professors and core SAINUP researchers were also present. Dean Philip F. Yuan chaired the meeting. Dual leading Academicians Zhiqiang Wu and Otthein Herzog presented the project's complete research framework and practical application outcomes together with core team members.

同济大学校长杨金龙于会上致辞,向海内外与会专家致以欢迎,同时,祝贺Otthein Herzog院士获得中华人民共和国国际科学技术合作奖。杨金龙校长充分肯定项目前期技术突破与国际合作布局,期待本次国际专家组从全球视角完善CityAI技术体系,持续推进跨国科研协作与成果国际化落地。
President Jinlong Yang delivered opening remarks, welcoming global experts and congratulating Academician Otthein Herzog on winning the International Science and Technology Cooperation Award of the PRC. He affirmed the project's technical breakthroughs and international cooperation layout, and expected the panel to polish the CityAI system from a global perspective and boost cross-border research and global application of project achievements.

Academician Otthein Herzog and international experts elaborated SAINUP's three core research lines: CityAI Theory, UAS Ultra Agent Systems, and CityAI Collaborative Intelligence Platform. The closed-loop full-chain innovation system has exceeded all approved assessment targets.
Research outputs: Over 100 invention patents and software copyrights plus multiple high-level international journal papers.
Technical paradigm upgrade: Transforming traditional empirical and quantitative planning into adaptive, dynamically evolving intelligent planning, forming an independent controllable tech system for refined urban governance.
Practical implementation: The CityAI framework has been deployed in 97 projects across 28 domestic cities.
Global talent network: More than ten top AI strategic scientists have joined, building an international collaboration network as a model of Shanghai Gao Feng Talent Program.

学术质询研讨环节,全体外籍院士与国际专家围绕项目底层算法路径、跨国城市场景适配能力、国际行业标准对接、超智能体技术迭代瓶颈等关键议题开展多轮深度交流与专业问询。经集体研讨、充分论证后,会议形成正式书面国际咨询评审意见,由Oliver Günther院士主持评审决议宣读与签署流程,全体评议专家共同签署官方评审文件。
During academic exchanges, overseas academicians raised targeted questions on algorithm design, cross-city scenario adaptation, international standard alignment and limits of the number of Ultra Agents . After collective discussion, the panel finalized an official written review resolution. Prof. Oliver Günther presided over the document signed by all examiners.
专家组达成统一专业评定:本项目前沿引领性突出,引领人工智能赋能城市规划全球发展,综合成果达国际领先水平。国际专家高度认可CityAI重塑传统规划行业范式,项目围绕CityAI理论、超智能体系统、CityAI协同智能平台搭建理论到应用全链条创新体系,构建可计算、动态推演、自主迭代的智能规划框架,打破行业经验驱动的固有模式。项目科研基础扎实、数据集成能力优异,当前项目对AI技术动态适配整体良好,但大模型适配仍存在难点,完备性证明可在限定场景实现,四维分析数据集拓展可结合大模型与符号知识推进。专家组建议下一阶段攻坚超智能体核心技术,强化形式化推理研究,针对规划决策多元分歧场景研讨方案最优性,防范AI算法偏见,深化仿真模拟应用并探索个人智能助手融合,打造开放共享的全球城市 AI创新生态,依托现有国际合作基础输出我国原创空间理论、核心技术与实践方案。
The panel reached a unified conclusion: SAINUP delivers pioneering research driving AI-enabled urban planning worldwide, with overall outcomes reaching an internationally leading level. CityAI creates a computable, dynamically simulative and self-updating intelligent planning framework that breaks the limits of experience-driven planning.
The panel acknowledged the project's solid research foundation and outstanding data integration capacity, yet pointed out remaining challenges in LLM adaptation. Formal proofs are viable within limited scenarios, and 4D spatio-tempporal analysis datasets can be expanded by combining LLMs and symbolic knowledge.
Key technical suggestions were put forward: advance Ultra Agent core research, strengthen formal reasoning, study solution optimality amid conflicting planning demands, guard against AI and LLM algorithm bias, expand simulation tools and integrate personal AI assistants, to build an open global urban AI innovation ecosystem and export China's original spatial theories and technologies.

国际专家评议组提出两项中长期发展建议:一是争取各级科研持续扶持,设立接续攻关项目突破系统扩展性,吸纳实操规划人才、拓展规模化应用场景,持续产出原创基础创新成果;二是深化与 CAETS常态化国际合作,完善产学研协同机制,推动技术落地规划评审、项目审批等决策场景,以AI搭建多方公平协调载体,进一步明确场景内公平性与最优方案的评判标准。
Two long-term strategic recommendations were released:
1. Secure sustained research funding to launch follow-up projects for scalability, recruit practicing planners to expand large-scale application cases, and generate original fundamental innovations.
2. Establish regular strategic partnerships at a global level with CAETS, optimize industry-university-research mechanisms, deploy AI technologies in zoning review and project approval workflows, and define clear standards to measure AI fairness and optimality as a neutral mediator among city planning stakeholders.

咨询评审环节后,吴志强院士代表SAINUP攻关组作表态发言,他对各位国际院士、专家细致专业的评审与宝贵建议表示由衷感谢。他表示项目组将认真梳理吸纳全部意见,聚焦超智能体、大模型适配等关键短板持续攻关,完善CityAI技术体系,稳步推进接续研究,深化跨国产学研协同,加快技术规模化落地,持续输出自主原创理论与方案,助力全球城市智能规划发展。
Academician Zhiqiang Wu responded on behalf of the SAINUP team, expressing gratitude for all professional comments. The team will fully absorb all suggestions, tackle bottlenecks including Ultra Agent and LLM adaptation, advance follow-up research, expand cross-border industry-university-research cooperation and accelerate large-scale technical rollout to fuel global intelligent urban planning.

最后,建筑与城市规划学院党委书记王桢栋作会议总结发言。他代表学院,向全体国际院士、行业专家提出的专业、建设性优化建议致以诚挚谢意。王桢栋表示,本次国际院士评估会是SAINUP项目发展进程中的关键节点,学院将以此为新的发展起点,持续推进城市规划、人工智能、大数据、空间信息科学多学科深度交叉融合,持续拓展全球长效协同科研合作网络,全力推进、CityAI核心技术迭代升级与产业转化落地,依托稳定长效产学研协同创新机制,持续为全球城市治理现代化输出同济学术思路、技术体系与实践方案。
CAUP Chair Zhendong Wang delivered closing remarks, noting this evaluation marks a key milestone for SAINUP. The college will further integrate urban planning, AI, big data and spatial informatics, expand long-term global research partnerships, iterate CityAI core technologies and advance industrial transformation, and continuously share Tongji's theories, technologies and solutions for modern urban governance worldwide.
