讲座简介/ Lecture Introduction
“机遇区”(Opportunity Area)是2004年《伦敦规划》提出的一项关键战略规划工具创新,其指的是被认定为具有显著住房供给和就业增长潜力的地理区域。最初的28个机遇区主要聚焦于棕地更新,而此后新增的机遇区无论在规模还是功能定位上均有所拓展。尤其值得关注的是,最新划定的机遇区均以实现“高质量增长”(Good Growth)为核心目标——根据2021年《伦敦规划》的定义,即“兼具社会经济包容性与环境可持续性的增长模式”。
本次讲座将梳理机遇区作为规划工具在过去二十年中的演变历程。我们将探讨机遇区的界定标准、参与其规划与实施的各类主体和机构,以及该机制如何协调伦敦战略规划目标与地方发展诉求之间的关系。同时,通过评估机遇区实施至今的实际成效,本次讲座将进一步探讨其累积影响与最新版《伦敦规划》所倡导的“高质量增长”目标之间的契合程度及现实偏差。
Opportunity Areas (OAs) were introduced as a key strategic innovation in the 2004 London Plan: geographic zones identified as having significant capacity for new housing and employment growth. While the original 28 OAs were largely focused on the regeneration of brownfield land, subsequent designations have expanded both in number and in purpose. In particular, the most recent OAs are framed around the delivery of “good growth” - defined in the 2021 London Plan as growth that is socially and economically inclusive and environmentally sustainable (GLA 2021: 11).
This talk traces the evolution of OAs as a planning instrument over the past two decades. It examines how OAs are defined, the actors and institutions involved in their conception and implementation, and the ways in which they mediate relationships between London’s strategic and local planning objectives. The talk also assesses the outcomes associated with OAs to date, considering the extent to which their cumulative impacts align with, or diverge from, the good growth ambitions articulated in the most recent iteration of the London Plan.

Sonia Freire Trigo是伦敦大学学院(UCL)巴特莱特规划学院助理教授、教学副主任。她拥有建筑师与城市设计师的专业背景。在进入学术界之前,她曾在西班牙多家规划咨询机构担任房地产评估师和城市规划师,积累了丰富的城市项目管理与实践经验。她于2018年10月在巴特莱特规划学院获得博士学位,其博士论文《伦敦的闲置土地:关于人、空间与时间的叙事》(Vacant Land in London: Narratives of People, Space, and Time)通过对伦敦两个知名闲置地块(银城码头(皇家船坞)和巴特西电厂)的案例研究,深入探讨了城市变迁中,不同的时空观念如何影响棕地治理路径,并揭示了规划框架中常常依赖“棕地”概念,来推动大规模城市更新的深层逻辑。她自2018年12月起留校担任助理教授,于2019年至2025年间担任“城市更新理学硕士”(MSc Urban Regeneration)项目负责人,目前担任巴特莱特规划学院教学副主任。
